Jeffrey Simmons joined GlobalTranz after spending 30 years in private practice, most recently with the national law firm of Lewis Brisbois Bisgaard & Smith, LLP. He brings 26 years of experience in the transportation industry representing motor, rail, ocean and air carriers as well as brokers, before courts, regulatory agencies and in contract negotiations.

Jeff currently serves as President of the Transportation Lawyers Association and is a past Chairman of the Conference of Freight Counsel. He is also an active member of the Trucking Industry Defense Association.

Jeff has been named in the 2011 through 2016 editions of the Best Lawyers in America® in the field of Transportation Law, and in the 2015 and 2016 editions of the Southwest Super Lawyers® in the area of Transportation/Maritime Law. In 2014, he received the Transportation Lawyers Association’s Distinguished Service Award.

Stephanie S. Penninger is a Senior Director, Transportation Counsel at XPO Logistics, a publicly traded, Fortune 500 transportation logistics services provider with over 1,500 locations in 32 countries, and over 100,000 employees.  In her role, Stephanie assists XPO in navigating the ever-changing regulatory landscape in the transportation and logistics industry, developing operational best practices and global customer solutions.  Stephanie works close to the business in its performance of freight forwarding, NVOCC, indirect air carrier, and customs brokerage operations.  She also tends to day-to-day legal matters that arise on the domestic side of XPO’s operations.

Stephanie’s expertise in advising on global supply chain legal matters has also proven valuable to industry associations.  For instance, Stephanie is Chair of the American Bar Association’s Admiralty and Maritime Law Committee and a Member-at-Large, serving on the Transportation Lawyers Association’s Executive Committee, and as Co-Chair of the TLA’s Chicago Regional Committee.  She is also a proud member of the Transportation Intermediaries Association’s Food Advisory and Carrier Selection Committees, and a past member of the organization’s Educational committee.  A former Partner and Maritime Transportation Chair of her prior law firm, Benesch, Friedlander, Coplan & Aronoff LLP, Stephanie has spoken all over the country to various industry groups and their membership and written numerous published articles regarding maritime law matters, avoiding and litigating cargo claims and mitigating risk when transporting or arranging the transportation of food.

Ronald L. Bair has held certifications in both Personal Injury Trial Law and Civil Trial Law from the Texas Board of Legal Specialization for over 30 years.  He maintains an active trial practice and has tried civil cases in state and federal courts throughout Texas.  Mr. Bair hold an AV rating from Martindale-Hubbell, and he has particular expertise in complex and high-exposure cases involving trucking and transportation, products liability, catastrophic loss and insurance disputes.
 
Mr. Bair maintains an active consulting practice to transportation businesses entities for the review, formation, and critique of all forms of transportation contracts as well as involvement in transportation insurance policy issues.   This also includes an active cargo and freight claims practice.
 
Mr. Bair has tried high exposure and complex cases throughout the states of Texas and Louisiana, and his commitment to and trial experience in transportation law has earned him membership in the Trucking Industry Defense Association.  As a qualified and registered member of the College of the State Bar, Mr. Bair is among only 6% of all Texas lawyers so qualified. He was elected and actively serves on the Texas Trucking Association Board of Directors as well as is a member of Truck PAC to lobby for trucking interests in state and federal governments.

Douglas G. Beck was named Hub Group’s Executive Vice President, Secretary and General Counsel in May 2016, after serving as Vice President, Secretary and General Counsel since July of 2015, and as Interim General Counsel since January 2015. In this role he is responsible for managing Hub’s Legal and Compliance departments. Doug began his career with Hub Group in June 2011 as Assistant General Counsel. Prior to joining Hub Group, Doug was a Senior Attorney with Alberto-Culver Company from 2007 to 2011. He previously held counsel positions at Navistar International Corporation, Allegiance Healthcare Corporation and Seyfarth Shaw. In 2009, he was recognized with the Values Award at Alberto-Culver for his exemplary work.
 
In his free time, Doug is an instrument rated pilot. His background also includes teaching English for a year and a half at the American School of Quito in Ecuador, where he became fluent in Spanish. Doug also speaks conversational Portuguese.
 
Doug earned a Bachelor of Arts degree from the University of Illinois in 1987, graduating summa cum laude, and received his Juris Doctor from Northwestern University School of Law in 1992. Doug and his wife Staci reside in Naperville with their two teenagers, Hanna and Tyler.

Stephen Bindbeutel is the Director of Portfolio Strategy at Truckstop.com in Chicago, IL. Stephen has spent the past six years fervently learning about the supply chain industry in a myriad of roles ranging from: sales, fleet & asset utilization, product management, data analytics, UX design, emerging technologies, and market research. During this time, he developed an immense passion for thinking differently about how to solve the various challenges that this underappreciated industry faces.
 
Stephen's commentary has been featured in publications for FreightWaves, Disruptor Daily, Overdrive Magazine, Commercial Carrier Journal, TIA, and Intermodal Insights.  He’s presented at industry events for FreightWaves, CSCMP, TIA, and the “What the Truck?!?” podcast. Gary M. Broadbent is Executive Vice President and General Counsel at GenCanna Global, Inc., a leading producer of hemp-derived cannabidiol (CBD).  In this role, Gary has executive responsibility for GenCanna's global legal, regulatory, and compliance functions.    
 
Prior to joining GenCanna, Gary spent nine years in the coal mining industry, serving as General Counsel, Vice President of Human Resources, and Secretary at Mission Coal Company, and Senior Corporate Counsel and Director of Investor and Media Relations at Murray Energy Corporation.  
 
Gary holds a BA degree from Kent State University and JD and MBA degrees from Case Western Reserve University.  He and his wife, Lauren, have two children and reside in Lexington, Kentucky.

Clark has focused primarily on transportation issues since 1992.  Since 2010, he has served as Vice President, Assistant General Counsel – Transportation Services for the Landstar System Companies located in Jacksonville, Florida.  Prior to Landstar, he was in private practice at the Indianapolis office of Scopelitis, Garvin, Light, Hanson & Feary and served as in-house counsel at SIRVA from 1992 to 2002.   Before joining SIRVA, he was an insurance defense and coverage litigation attorney in private practice in Indianapolis and Evansville, IN.
 
Richard received his B.A. from Wabash College in 1980 and graduated cum laude from the Indiana University School of Law in Bloomington, IN in 1983.  He is licensed to practice before all state and federal courts in Indiana, the U.S. Court of Appeals for the Seventh Circuit and as Authorized House Counsel in Florida.  He is a member of the American and Florida Bar Associations and the Transportation Lawyers Association.

Jesse represents regional and national motor carriers and intermediaries. He brings extensive in-house experience on motor carrier and shipper contracts, commercial transactions, independent contractor agreements, real property leases, accident and freight claims, risk management, regulatory compliance and labor and employment issues. Jesse was previously of counsel at Smith Moore Leatherwood LLP, which combined with Fox Rothschild in 2018.
 
Before that, he served as Assistant General Counsel at Quality Distribution, Inc., an international transportation company and industry leader of bulk transport services in North America, and as General Counsel at Watkins and Shepard Trucking, Inc., a national LTL carrier for furniture and carpet.

Lisa Goodfellow is the Chair of Miller Thomson’s National Labour and Employment Group. She has worked extensively with clients in the transportation sector for 25 years, and for trucking and courier companies in particular.  She provides day to day HR legal advice on hiring, training, discipline, managing absenteeism, handling discrimination, harassment and bullying complaints, accommodation requests, terminations, drug and alcohol testing, limiting liability and risk with well-drafted contracts, policies and procedures, legal compliance, and more.

She has successfully defended many large trucking companies in defending applications for certification, unfair labour practice complaints, collective bargaining, human rights complaints, wrongful dismissal actions, employment standards complaints, grievance arbitrations, and federal unjust dismissal complaints.  She thus has extensive experience with the federal labour and employment tribunals, and the Canada Labour Code.  She has also brought actions and applications to obtain injunctions against departing employees who have stolen customer lists, solicited customers and competed with their former employers.

Matthew is licensed in the State of Illinois and is a member of the Trial Bar of the U.S. District Court for the Northern District of Illinois. Matthew concentrates his practice on the transportation industry, with a focus on railroads. He represents and advises Class I railroads in employment disputes, commercial cases, and regulatory matters, and has a particular interest in preemption issues.

Alan Hanson is the Chief Counsel for the Federal Motor Carrier Safety Administration. He is responsible for legal policy on all aspects of Agency programs and activities including the development, issuance, interpretation, enforcement, and defense of the Federal Motor Carrier Safety Regulations (FMCSRs) before state and federal courts. He also supervises a team of approximately 40 attorneys that provide legal support on budget, procurement, fiscal law, ethics, personnel and employment related matters.

Alan brings more than two decades of senior executive leadership experience gained across two branches of the federal government and within the private sector.
 
Before joining FMCSA in January 2019, Alan served as Deputy Chief of Staff to U.S. Department of Transportation Secretary Elaine Chao. Earlier in the Trump Administration, Alan served as an Assistant Attorney General for the U.S. Department of Justice where he directed the Office of Justice Programs.
 
From 1999 to 2017, Alan worked on Capitol Hill. He has served in roles as General Counsel, Chief of Staff and Legislative Director for Sen. Richard Shelby (AL), and as Legislative Director for former Sen. Jeff Sessions (AL) and former Rep. Anne Northup (KY), respectively. He also worked as a professional staff member on the Senate Committee on Appropriations and as Deputy Chief of Staff and Chief Counsel for former Rep. Spencer Bachus (AL).
 
Alan earned his Juris Doctor degree (cum laude) from Georgetown University Law Center, and his Bachelor of Engineering (magna cum laude) from Vanderbilt University. Immediately following law school, Alan worked as an attorney in private practice.

As Associate General Counsel, Tyler is primarily responsible for commercial transactions, managing commercial, cargo, and class action litigation, advising the company on risk management and regulatory compliance issues with respect to its domestic and international operations and providing general business advisory counsel to the company and its subsidiaries and affiliates.

Stephani Johnson is a trial lawyer who has handled multimillion-dollar cases involving catastrophic injuries for more than 25 years. Stephani frequently assists in pre-suit liability investigations and determination of causation at ground level – joining the firm’s Emergency Response Team to investigate accidents and catastrophic events immediately after they occur. Stephani enjoys a well-earned reputation for defending high-exposure personal injury claims for a wide array of clients, including retailers, apartment complexes, trucking companies, hospitals and universities.  Stephani has experience in medical malpractice, wrongful death, premises and products liability, trucking, HOA, non-subscriber and first-party insurance litigation defense. Josh Jubelirer is Associate General Counsel at Echo Global Logistics, a publicly traded, Fortune 1000, third-party logistics provider with more than 30 offices across the country.  As Associate General Counsel, Josh is the senior-most attorney at Echo and is responsible for managing the legal department, carrier compliance department, and truckload claims department.  He provides advice and guidance to all levels of management on a wide range of issues including litigation, regulatory, contract, employment, and acquisitions matters.  Josh oversees outside counsel, negotiates Echo’s high-level transportation and commercial contracts, develops strategies for compliance with regulatory changes, and implements new processes to reduce Echo’s risk while maintaining operational efficiency. 

Before joining Echo, Josh spent nine years at Seyfarth Shaw as part of the firm’s litigation group.  While there, he handled a wide variety of cases from breach of contract matters to class action defense.  He also developed a particular expertise in restrictive covenant matters.  Josh spent two years at TTX Company, an asset-based railcar pooling company, where he was one of two attorneys handling all of the company’s legal issues.

Ryan holds a B.S. in Commerce from DePaul University (2001), as well as a J.D. (2012) and LL.M. in Int'l Business and Trade Law (2017) from The John Marshall Law School in Chicago. Bob Morgan is a health care regulatory and policy attorney with extensive experience in the still-developing cannabis industry.

As the first statewide project coordinator for the State of Illinois Medical Cannabis Pilot Program, Bob was appointed by the Governor of Illinois to develop and implement a regulatory framework for the use of cannabis by eligible patients. He draws on his experience working with state and federal agencies, and private businesses to help clients understand and operate in this growing sector of the economy.

While leading the Illinois medical cannabis program, Bob oversaw the efforts of five state agencies and more than 50 employees charged with creating program rules and fees, laboratory testing and database systems, and a selection process for licensed dispensary facilities and cultivation centers. He managed a multimillion-dollar state fund to create and maintain a system of operations, detailed tracking capabilities, policies to assure patient safety, proper enforcement of laws and regulations, and public education campaigns.

As one of the primary architects of the medical cannabis program, Bob understands the concerns and goals of patients, medical professionals and providers, hospitals and health systems, insurers, law enforcement officials and legislators alike. The patient-centered focus of the medical cannabis program was manifested in the creation of the Illinois Medical Cannabis Advisory Board consisting of patients and health care professionals. He guides clients in the engagement of key stakeholders and works with media outlets to develop effective public and private communications strategies.

In addition to his work in the cannabis industry, Bob is a highly experienced health care lawyer. Sarah G. Passeri is an attorney in Holland & Knight’s New York office, as well as a member of the firm’s Litigation Practice Group. Jon Peavey is the Vice President of Operations and Safety for RBX, Inc, a 225 truck commercial motor carrier based in Springfield, Missouri. He has over 28 years experience in all facets of the Transportation industry, including time in dispatch, recruiting, safety, and general terminal management. He has held his current position, with leadership responsibility over all of those facets of the business, for the past 17 plus years. Jon serves on Advisory Boards for two Junior Colleges (Tenn, College of Applied Technology and Ozark Technical Community College) and two trade schools (Midwest Technical Institute and Delta Technical College) all of which offer CDL training, Jon assisted in writing the curriculum for three of the four schools and travels monthly to each to give guest lectures on Safety, to avoid accidents, and also lectures on how best to document and prepare for a law suit should you be involved in an accident. He also created and runs a driver coaching program at RBX, Inc for students who completed courses and obtained a cdl, but have not yet gained any real time experience, so they can begin their careers as over the road truck drivers. He also cowrote a "Train the Trainer" program, along with input and personnel from these same schools, in order to ensure the coaching is effective and efficient.

Peter served as legal counsel at the Southeast Regional Headquarters of the U.S. Customs Service (now known as U.S. Customs and Border Protection) in Miami, Florida. He provided legal advice on virtually all activities of Customs undertaken by its enforcement, commercial operations, fines, penalties and forfeitures, and regulatory audit personnel.

Tamara L. Warn started her transportation career as a trial attorney in Chicago.  As an aviation defense attorney she defended pilots, airplane component part manufacturers and other parties related to the aviation industry throughout the United States.  This law practice fit well with her passion for airplanes and her pilot’s license.  While practicing law, she owned and operated a Cessna 172 airplane. 

After 6 years of trial work, she switched gears and began working in-house as the Litigation Manager for Schneider National, Inc.  While employed at Schneider she obtained her Commercial Driver’s License.  Her commercial driver training has given her an advantage in working in the trucking industry.  It gives her insight into the industry and truck drivers.    

After 3 years with Schneider, she joined Transport America in Eagan, Minnesota.  Her work at Transport America included risk management in addition to claims.  In 2003 she was offered the Risk Manager position at Interstate Distributor Co. in Tacoma, Washington.  In this role, she led the company’s liability claims departments, the driver training, safety, compliance and loss prevention departments and the security departments.

Currently, Tamara is the Corporate Counsel and Vice President of Risk Management at C&K Trucking, LLC in Chicago Ridge, IL.  C&K Trucking, LLC is a large independent Intermodal trucking company with 15 terminals on the east coast and the Midwest.  In this role she sits on the Board of Directors for C&K Holding Acquisitions, LLC, leads the Risk Management, Safety, Security and Claims activities.
   
In addition, Tamara was on the Board for 9 years and is a past President of the Trucking Industry Defense Association.  She also is a Certified Director of Safety from NATMI, has obtained her Associate in Risk Management from the CPCU and is a Certified Litigation Management Professional.
